Sustainable Construction Safety and Health Rating System

Abstract:

Previous research reveals that all of the parties on a construction team should strive to develop a positive safety culture and commit to creating an injury free work environment. To do so, the project team needs a comprehensive resource or tool that provides the ability to plan and evaluate worksite safety and health on a project during initial scoping and design phases as well as during construction. However, no comprehensive safety assessment and rating system is available that allows for evaluating projects in this manner or for comparing projects across a common set of criteria. In addition, no industry-wide recognition, such as a safety and health certification, exists to highlight those projects that stand out in their commitment to reduce workplace fatalities and injuries. Research was recently undertaken to develop a comprehensive model to evaluate construction projects based on their importance given to safety and health and the degree of implementation of safety and health elements. The research resulted in the development of the Sustainable Construction Safety and Health (SCSH) rating system. Further research is needed to refine the SCSH model, validate and improve its accuracy, evaluate its effectiveness in practice, and disseminate it to the construction industry. The proposed study involves further refinement and validation of the SCSH rating system, development of the system into an on-line resource (website), evaluation of the resource regarding its efficacy and utility, and finally dissemination to the construction industry. The study is conducted in four phases: (I) Model refinement and evaluation; (II) Creation of on-line resource; (III) Evaluation of SCSH rating system and website; and (IV) Dissemination of study findings and resource. To refine, validate, and evaluate the model, the study uses historical and contemporaneous construction project data collected from all parties involved in a project. Construction project owner organizations are targeted as points of data collection because of their control of and central involvement in projects. Evaluation of the SCSH rating system and website is conducted through real-time implementation and monitoring. Dissemination efforts include a webcast along with presentation of the study results and rating system at national conferences.
